Minutes of Meeting

Methodist Schoolroom on Tuesday 28th January 2020 at 7.30pm.

Present: Cllr D Perkins, who presided. Cllrs A Brammer, C Wilson, D World, N Ward, M Doughty and B Tebbs with the Clerk Mr B Wharton.

C/Cllr I Fleetwood also attended.

MATTERS RAISED BY MEMBERS OF THE PUBLIC

The resident raised the point that the replaced trees on the section of Station Road might suffer from a lack of nutrients due to the proximity of nearby garden trees. Also mentioned for enquiry were two trees at the end of Moor Lane that had not been replaced when they were taken down some years ago.

2. Minutes of the Meeting held on 3rd December 2019.

At the proposal by Cllr B Tebbs, seconded by Cllr C Wilson, it was resolved that the minutes be accepted.

3. Clerk’s Report

The grass cutting agreement with LCC Highways was signed with £543.64 to be granted to us following completion of the annual verges cutting.

It was noted that a ‘Clustering’ meeting for the neighbouring councils had been cancelled.

Smooting Lane is returned to the FixMyST to do list.

The active dissuasion of cyclists along the pathway from Station Rd to Mellows Close was discussed. It is accepted, following advice from Highways that signs could be placed if it was so wished. Costings to be obtained from 3 companies.

4. Correspondence

Cllr I Fleetwood – Report for January.

Engagement – the website is to be replaced with an updated version in March/April. The clerk must attend a training course to set up the new site.

CAB – request for funding.

Central Lincs Village Priorities Accuracy Check.

Barclays – changes to interest rates.

Clerks and Councils direct – magazine.

LALC – magazine.

Stryker – information leaflet.

Letter from resident re pathway from home to bus shelter.

Letter from resident re trees on Station Road.

5. Financial Matters

Presentation of Accounts:

EKM Ltd – Play park inspection £ 48.00

At the proposal by Cllr A Brammer, seconded by Cllr D World, it was resolved that these be paid.

It was requested by the clerk that the purchase of Santa’s sweets be best done through the petty cash.

At the proposal by Cllr M Doughty, seconded by Cllr B Tebbs, it was resolved that it be paid in this manner on this occasion.

Remittances –

Dunholme PC £10.00 and Sudbrooke PC £20.00 for planning training attendance. Wickenby £10.00 has now been received.

Glendale quote for the 2020/21 grass cutting season was presented at £242.19 per cut (£235.19 last year).

At the proposal by Cllr A Brammer, seconded by Cllr N Ward, it was resolved that this be accepted.

Glendale quote for the 2020/21 cuts of the hedges, shrubs and spraying path sides was also presented for the year 2020/21 at £739.77 in total (£718.94 last year).

At the proposal by Cllr N Ward, seconded by Cllr B Tebbs, it was resolved that these be accepted.

6. Planning Matters

140180 – 30 Wragby Road. Neighbouring Parish.

It was noted that this had been refused.

Just one application had been received and this from LCC for oil storage at the Barfield Lane site.

Neighbourhood Planning: A report of the meetings over the past months was presented by Cllr D World. Minutes and draft minutes of recent meetings are on the website.

Finances:

Nil.

7. Roads and Footways

Parking Forum.

There were no representations.

Litter pick: it was decided that the Litter Pick would take place on Sunday 29th March – starting at the village hall at 10.00am. C/Cllr Fleetwood volunteered to supply the equipment and arrange for bag clearance.

Planting of bulbs. This had been completed. The invoice was awaited and an application for a grant through the Councillors’ Initiative Fund would be made.

White Gates: Carried to next agenda with Cllr A Brammer investigating.

8. Field Footpaths and Bridleways

No further progress. On footpaths between neighbouring communities.

Cllr C Wilson requested that the footpath between Mellows Close and the rear of Manor Rise be placed onto the agenda for the next meeting.

9. Conservation Areas

The Green and its environment is ongoing with interest from the school for involvement of the schoolchildren in suggestions for inclusion.

10. Amenity Areas

Clerk to obtain estimates for costs of galvanized fencing to replace the wooden fencing surrounding the play park.

Play park annual inspection: At the proposal by Cllr A Brammer, seconded by Cllr N Ward, it was resolved that the clerk should arrange the inspection through the Pi Company as recommended by our insurers.
