REEPHAM PARISH COUNCIL

Minutes of Meeting

Methodist Schoolroom on Tuesday 25th February 2020 at 8.07pm.

Present: Cllr D Perkins, who presided. Cllrs A Brammer, C Wilson, P Stuffins, D World, and B Tebbs with the Clerk Mr B Wharton.

C/Cllr I Fleetwood and D/Cllrs A Welburn and C Darcel also attended.

MATTERS RAISED BY MEMBERS OF THE PUBLIC

Representatives from the Sirius Group and the landowners presented information concerning the forthcoming application to extend the wind farm on the Fiskerton Airfield. It is intended that the company will hold a public meeting to ensure that the residents are aware of the implications and are able to question and express their feelings. Although the proposal is for the Parish of Fiskerton, much of the traffic and work will be through Reepham as the cabling is routed along Fiskerton Road and Moor Lane (Reepham).

The meeting commenced at 8.07pm

At the proposal by Cllr A Brammer, seconded by Cllr B Tebbs, it was resolved that the minutes be accepted.

3. Clerk’s Report

LCC, who control the parish website are to replace the application systems to a more user-friendly format during the spring. Clerks are to be trained in the system – the old website will not be maintained after April 30th but may be used until end Sept.

LCC requested any information on major tree planting schemes in the villages. Reepham’s response was that none had been planned in the near future.

5. Financial Matters

Presentation of Accounts:

Viking Landscapes £ 45.00

Reepham Methodist Church £ 170.00

£ 215.00

At the proposal by Cllr P Stuffins, seconded by Cllr A Brammer, it was resolved that these be paid.

The Methodist Chapel Licence is to be renewed. The Methodist Chapel have asked that the licence run for the financial, rather than the calendar year. This would require the Clerk to sign 2 licences for Jan – Mar 2020 and April 2020 to Mar 2021.

At the proposal by Cllr P Stuffins, seconded by Cllr C Wilson, it was resolved that these be signed.

Remittances –

Cllrs Initiative (WLDC) – Grant for bulb planting £ 45.00

6. Planning Matters

140619 – Albany House. The Planning Committee resolved that the return of no objection was to be made whilst noting that a part of the elevation plan was ambiguous with respect to a red outline.

An Oilfield Planning application as an extension to storage at the oilfield site was passed with no objections.

Planning application through LCC for the replacement of the school boundary. On one side this will require hedgerow to be grubbed out – this hedgerow being a boundary of the village conservation area. Cllr B Tebbs (Planning Committee Chair) declared a non-pecuniary interest and whilst describing the application did not then take part in discussion, nor vote. At the proposal by Cllr C Wilson, seconded by Cllr D World, it was resolved that objections be made on the grounds of loss of biodiversity with the hedge and that the metal fencing would be an unsuitable boundary to the conservation area. A suggestion that the fencing be planted alongside the hedge was put forward.

The presentation concerning the Solar Farm was discussed but no resolves were made at this stage – further information will present more aspects on which to base any decision. It was suggested that, as Reepham would bear the brunt of the disruption, benefits coming from the installation should be to Reepham’s gain.

Neighbourhood Planning: The meeting had been underattended and, as such, no decisions were taken.

Finances: Nil.

7. Roads and Footways

Quote and examples for ‘Cyclists Dismount’ signs had been obtained from three sources and were to be circulated for a future decision.

White Gates for the village entry are being handled by Cllr A Brammer and is awaiting a response from LCC.

Manor Rise to Mellows Close footpath refurbishment. There is good reason why a delay was advisable until any planning associated with the development of the land to the south of the railway is clearer. Any bridge over the railway could well affect the pathway causing any premature work to require reconstruction. However, at the proposal by Cllr C Wilson, seconded by Cllr B Tebbs, it was resolved that a costing be obtained from the contractors who constructed the Mellows Close/Station Road link.

8. Field Footpaths and Bridleways

No further progress on footpaths between neighbouring communities.

9. Conservation Areas

The Village Green committee presented a plan and suggestions to forward changes to the green and its environs.

The immediate move of the litter bin from the green to a new position at the end of Plough Lane was requested – clerk to action.

10. Amenity Areas

Nil.
