REEPHAM PARISH COUNCIL

Minutes of Meeting

Methodist Schoolroom on Tuesday 24th September 2019 at 7.30pm.

Present: Cllr D Perkins, who presided. Cllrs A Brammer, N Ward and B Tebbs with the Clerk Mr B Wharton.

C/Cllr I Fleetwood and D/Cllrs A Welburn, C Hill and C Darcel also attended.

3 Residents also attended.

MATTERS RAISED BY MEMBERS OF THE PUBLIC

The residents, having written to the Parish Council earlier, expanded on their letters.

In the first instance the letter referred to the correctness of the running of the Neighbourhood Planning Group (NPG) at various stages of its existence. The letter is held on file.

In the second instance, two letters were written. The first had similar references to the NPG, the second referred to parking at school pick-up and drop-off times. Both are held on file.

2. Minutes of the Meeting held on 30th July 2019.

At the proposal by Cllr A Brammer, seconded by Cllr B Tebbs, it was resolved that the minutes be accepted with the Chair making a 3rd vote to provide a quorum. Cllr N Ward abstained – not at the July meeting.

3. Clerk’s Report

The date and time for the ‘Carols around the tree’ is confirmed as Mon 16th December at 6.00pm.

At the proposal of Cllr D Perkins, seconded by Cllr N Ward, ‘Santa’ was authorised to proceed and have the suiting cleaned.

4. Correspondence

Scope – Locations for textile recycling banks.

2 letters referring to the NPG have been received from residents.

1 letter referring to parking near the school has been received from a resident.

5. Financial Matters

At the proposal by Cllr B Tebbs, seconded by Cllr N Ward, it was resolved that these be paid.

Remittances –

WLDC Grants £1375.20

For Mellow Close to Kissing gate pathway

Dispensations for Precept; These will run until end Oct 2020. However, Cllr C Wilson will require an extension to end Oct 2020 and a dispensation will be needed for Cllr M Doughty

At the proposal by Cllr N Ward, seconded by Cllr B Tebbs, it was resolved that these be granted at the next meeting.

The Clerk commented that the initial workings for the precept would be completed and circulated for discussion at the October meeting.

6. Planning Matters

The following were processed:

139702 12 The Green.

And a decision on:

139556 Land adj to Arkle House.

Notice had come through that there was to be a hearing covering the appeal on Applications 138041 Land at Good’s Farm and 138941 Barn at Good’s Farm.

At the proposal of Cllr D Perkins, seconded by Cllr B Tebbs, it was resolved that there be no changes to the original observations.

Planning Training will take place a 6.30pm at the Methodist Schoolroom.

Neighbourhood Planning: There was no report on the Group’s activities in the absence of Cllr D World. A copy of the notes from their previous meeting is on the website.

As the attendance to this meeting was so small, it was decided that discussion of the residents’ letters should be left until the next agenda in October. However the letter from 2 residents was read out with responses from the NGP Chairman and the 2nd was presented by the sender.

Finances: The following invoices were presented:

At the proposal by Cllr A Brammer, seconded by Cllr B Tebbs, it was resolved that these invoices be paid.

7. Roads and Footways

Community Parking Forum:

There was just the 1 resident representing this issue. Clerk to forward the letter from the resident (with permission) to both the school headmaster and to the pre-school playgroup.

Planting of bulbs. An offer from WLDC to provide assistance with planting was noted. Cllr B Tebbs to contact WLDC to suggest a date and discuss with the Tree Committee where planting the bulbs would be best. The bulbs are with Cllr N Ward.

The litter bin near the end of Mellows Close to be reported to WLDC for replacement.

Clerk to check with the clerk of Greetwell PC over their experiences in positioning the white gates at the entrance to N Greetwell.

Clerk to email the D/Cllr requesting a ‘concealed entrance’ sign on The Green.

The Tree Charter is signed for Reepham Parish Council with a copy on file.

Clerk to request an opinion from WLDC Tree Officer on the condition of the rowan trees on station road as to whether there is, or would be, a problem with rowan trees in that area.

8. Field Footpaths and Bridleways

Ongoing.

9. Conservation Areas

Registration of the green. There is confirmation that the green is registered as a village green in the register of common land and village greens – held by LCC. To progress further we need to request a search from the Land Registry. At the proposal of Cllr A Brammer, seconded by Cllr Tebbs, it was resolved that this search be undertaken (cheque has been signed under Finances).

10. Amenity Areas

The first inspection has been completed with a number of problems reported. This was expected but a quote for repair/refurbishment is still awaited from EKM Ltd
