Minutes of Meeting

Methodist Schoolroom on Tuesday 26th February 2019 at 7.30pm.

Present: Cllr D Perkins, who presided, Cllrs A Clay, A Brammer, A Clay, P Stuffins, B Tebbs, D World and C Wilson with the Clerk, Mr B Wharton.

C/Cllr I Fleetwood and D/Cllrs C Darcel and A Welburn also attended

MATTERS RAISED BY MEMBERS OF THE PUBLIC

3 Residents attended who presented their thoughts on the application for demolition of a barn on The Green. Effectively those comments are available on the WLDC Planning website under the application.

2. Minutes of the Meeting held on 29th January 2019.

At the proposal by Cllr P Stuffins, seconded by Cllr B Tebbs, it was resolved that the minutes be accepted.

3. Clerk’s Report

The bus shelter now has a glass side again – invoice under Finance.

A complaint of non-receipt of planning notification was laid with WLDC – an answer has been received (correspondence).

Response from iGas on the Mellows/kissing gate footpath is still awaited – the decision date is April.

Spring Clean set up as March 24th Sunday at 10 o’clock. In Reepham News.

Chair of South Hill in Cornwall requesting information on experiences relating to changes of District Council changes in procedure following GDPR. Clerk to respond.

5. Financial Matters

Presentation of Accounts:

Reepham Methodist Church £ 171.00

Greenfield Play Park inspections £ 52.50

True Window and Glass Centre £ 201.12

A Brammer for electrical equipment £ 36.84

At the proposal of Cllr A Brammer, seconded by Cllr D World, it was carried that these be paid, and that the annual agreement for the Methodist schoolroom rental, required with payment, be signed.

It was noted that an invoice that had been paid twice was refunded.

The request for a donation for the refurbished church pathway is to be carried forward to the next agenda to ascertain the holdings by the church authorities. This is to assess the amount of grant. The meeting was closed at 2007. to attempt this; unsuccessfully. It was noted that, although a Parish Council may not grant monies to church authorities, it can grant monies to assist in the maintenance of closed graveyards: the pathway runs through such a graveyard.

The meeting re-opened at 2010.

6. Planning Matters

It was note that the response on 5 High Street, through C/Cllr Fleetwood had been received and that any follow up remained with WLDC Enforcement.

Good’s Farm Development:

Barn demolition application.

Each Councillor was asked for their comments regarding this application.

A proposal was made by Cllr J Oxby, seconded by Cllr B Tebbs, that the Parish Council should bring an objection to this application: this was carried with one abstention. The objection to be based upon the alternatives that exist other than demolition and the questioning of the traffic and accident data.

Cllr D World briefed the Parish Council on the previous meeting: minutes are stored on the website.

No Invoices were presented for payment:

7. Roads and Footways

Attempts to obtain a grant from iGas (with match funding from WLDC) to fund the pathway extension is underway. The results are expected in April.

A suggestion has been made by Cllr Brammer to develop some mechanism to prevent the increased parking on, or partly on the village green. Signs and or posts and chains have been suggested. Carried to the next agenda.

Litter Pick:

The date for the Litter Pick was set at Sunday 24th March at 1000.

8. Field Footpaths and Bridleways

Footpaths between neighbouring communities – ongoing - March agenda.

9. Conservation Areas

Nil.

10. Amenity Areas

The wetpour and laminate panels installations are still awaited

11. Business for the Next Agenda
