Minutes of Meeting
Tuesday 29 November 2022 at 7.30pm in Reepham Methodist Chapel
Present: Cllrs D Perkins (Chairman), A Brammer, L Searle, B Tebbs, N Ward, C Wilson.
C/Cllr I Fleetwood (left meeting at 7.31pm), D/Cllr A Welburn, Mrs M Vail (Clerk).
Matters raised by members of the public: No members of the public were present.
Meeting began at 7.30pm
1. Apologies: Cllrs Doughty, Oxby, Stuffins
2. Declarations of Interest:
i. To receive any declarations: None received.
ii. Councillors to confirm that, having reviewed their Declaration of Interests Forms, that these are up to date
All Councillors in attendance at the meeting confirmed that their Declaration of Interests Forms were up to date.
3. Minutes of Meeting held on 25 October 2022:
At the proposal by Cllr B Tebbs, seconded by Cllr C Wilson, it was RESOLVED unanimously that the minutes be accepted.
4. Clerk’s Report:
Land to west of Fiskerton Road: fence – WLDC feedback is awaited regarding the proximity of a 2mtr high fence to the kerb. Noted that its positioning does not correspond with planning documents.
IGAS Energy Community Fund – following submission of a project summary, IGAS have invited a full application (for The Green project). Active Communities Funding is now available. Action: Clerk to provide Cllr C Wilson with details.
National Pay Award 22/23 – noted as an increase of £1.00 per hour plus, from 1 April 2023, an increase of one day to annual leave entitlement.
Clerk’s AL – noted as w/c 19 Dec and w/c 26 Dec 2022.

Action needed:
LCC Parish Agreement Scheme 2023/24– At the proposal by Cllr A Brammer, seconded by Cllr L Searle, it was RESOLVED unanimously to accept and sign the LCC Parish Agreement Scheme 2023/24. Action: Clerk
Police – D/Cllr A Welburn has toured 7 local parishes with the new community policing Inspector. Any relevant concerns should be passed to the Clerk for reporting to the Inspector. PCSO attendance at parish council meetings has ceased; but the Inspector is working towards establishing quarterly meetings for parish council representatives. Action: Clerk to liaise with Inspector about dates.
6. Financial matters

At the proposal by Cllr A Brammer, seconded by Cllr N Ward, it was RESOLVED unanimously to approve payment of the abovementioned accounts. Action: Clerk, Cllr D Perkins.
D/Cllr A Welburn was thanked for her Councillor Initiative Fund contribution towards the SID post.
b. grass cutting quotation of £2,877.00 exc VAT:
At the proposal by Cllr A Brammer, seconded by Cllr C Wilson, it was RESOLVED unanimously to accept this quote.Action: Clerk

7. Planning Matters
Report from Planning Committee:
144289 – 1 Station Road – permission granted on 3/11/22.
145674 – 37 Fiskerton Road – permission originally granted in June 2022 - this is a resubmission. The parish council has no objections. A decision is outstanding.
145579 – Lansdowne Villa, High Street – objections submitted. A decision is outstanding.
145700 – 33 Fiskerton Road – permission originally granted in November 2020 - this is a resubmission. A decision is outstanding.
Goods Farm Development – planning application 145047: Nothing to report.
Neighbourhood Planning Group: Finances remain unchanged. Work is being undertaken to consider comments from WLDC following the Regulation 14 consultation. The Central Lincs Local Plan will also need to be considered.
8. Roads and Footways
Mellows Close to Manor Rise footpath – holding item
Mellows Close yellow lines – holding item
Smooting Lane – A request to WLDC for a road sweep has not been actioned. Action: Clerk to chase WLDC.
Meadows Lane – Possible locations for name signs were noted. Cllr A Brammer’s research of mapping had not proved fruitful. Action: Cllr B Tebbs to investigate Land Registry. Action: Cllr A Brammer to ask LCC if the existence of Meadow Lane can be recognised by the erecting of a name sign.
Cllr A Brammer has met with a representative from Lincs Road Safety Partnership; and a preferred location for the SID on Fiskerton Road has been agreed. Installation is expected to be in January or February 2023.
A small repeater roundel sign is to be requested for the Kennel Lane SID pole. Action: Clerk
Cllr A Welburn advised that she had reported recent flooding near to the Post Office and that this will be fixed following an inspection.
9. Field Footpaths and Bridleways:
Overgrown path (High Street to Church Lane): A request to LCC to cut back vegetation has not been actioned. Action: Clerk to chase LCC.
10. Conservation Area
Village Green: The Village Green project group has met; and an application to the National Lottery Heritage Fund is in progress. Noted that this is administratively a time-consuming process. It was RESOLVED at the proposal of Cllr B Tebbs, seconded by Cllr L Searle to proceed with the application. Action: Cllr A Brammer and Cllr C Wilson to proceed with the application; and to brief the Clerk as required.
11. Amenity Areas
November play park inspection: No issues to report other than some worn paint.
Trees on bank at Manor Rise: WLDC have advised that the trees requiring attention do not have a Tree Protection Order on them. One quote has been received to date. Noted that one tree in the corner of the car park also requires cutting back. Action: Clerk to obtain further quotes.
12. Xmas Tree: the tree has been delivered; and will be erected in the near future.
It was RESOLVED at the proposal of Cllr B Tebbs, seconded by Cllr L Searle to approve payment of £4.19 for electricity for the tree lights in 2021.Action: Clerk.
13. Business for next Agenda: Mellows Close parking concerns.
