Minutes of Extraordinary Meeting

Reepham C of E Church on Monday 29 November 2021 at 7.30pm

Present: Cllrs D Perkins (Chairman); A Brammer, M Doughty, C Wilson, B Tebbs, Mrs M Vail (Clerk), and four members of the public attending in their capacity as members of the Neighbourhood Plan Group (NPG).

Absent: Cllr J Oxby

Matters raised by members of the public: No public representation was made.

Meeting started at 7.30pm

All were welcomed. The NPG were congratulated on reaching the current position; and the Draft Plan was commended for being an easily readable document.

1. Apologies: Cllr N Ward, Cllr P Stuffins (both have a conflict of interest; being local landowners)

2. Declarations of Interest:  Cllr C Wilson declared an interest; being both a councillor and a member of the NPG.

3. To resolve to move into closed session and exclude the public and press, in accordance with the Public Bodies (Admissions to Meetings) Act 1960, due to the commercial or sensitive nature of business to be discussed.

At the proposal by Cllr A Brammer, seconded by Cllr B Tebbs, it was RESOLVED unanimously to move into closed session due to the following item containing information of a commercial or sensitive nature.

4. Neighbourhood Plan Group presentation of the Draft Neighbourhood Plan and processes involved in its preparation:

A presentation by the NPG was given, including:

Demonstrating and summarising the process gone through to date to arrive at the current position

Purpose of the Plan

Methodology used

Allocation of sites for future development

Site selection methodology

Summary of community feedback

Review process of all information collected to date

Review and scoring process – ranking sites reviewed against a core shape and form map

Explanation of stages to pass through in the future, including:

Publication of the Draft Plan.

public meeting(s) to present the Draft Plan and seek feedback;

review and redraft in light of feedback.

submit to WLDC for appraisal;

statutory inspection.

then back to WLDC to arrange a referendum of residents.

5. Opportunity for Councillors to ask questions of the Neighbourhood Plan Group

It was acknowledged:

that there is unlikely to be consensus about the Draft Plan

the NPG is reacting to what the community has told it; as per the evidence

the NPG has done an excellent job in producing the Draft Plan

The Central Lincs Local Plan is the ‘unknown’ element as it is currently under review

The NPG were thanked, with Mr Hewerdine’s efforts particularly noted.  Mr Hewerdine thanked the other NPG members.

It was noted that the Parish Council will consider ratification of the Draft Neighbourhood Plan at its meeting to be held on Tuesday 30 November 2021.

Meeting ended at 9.06pm.
